Régine Desulmé Polynice is an accomplished executive leader in international development, philanthropy, and strategic consulting, with over 25 years of experience advancing organizational growth and impact across the United States, the Caribbean, Latin America, and Africa. She is the Founder and Managing Partner of Dev Collective Consulting, a Miami-based, women-owned Human Performance Consulting firm, where she has led a team of eight consultants in delivering tailored leadership, change management, and strategic planning programs. Under her direction, Dev Collective has coached more than 160 participants, including entrepreneurs supported by the UNESCO Transcultura Program, contributing to the creation of 25 new sustainable enterprises. As a Founding Partner and Managing Director of the Caribbean American Alliance, she has driven expansion initiatives across six Caribbean countries, supported go-to-market strategies for technology and infrastructure startups, and identified more than $2M in new market opportunities for regional clients.
Most recently, Régine served as Deputy Chief of Party for MSI, A Tetra Tech Company, where she directed operations for a $50M USAID-funded program in Haiti. In this role, she achieved a 100% compliance rate, strengthened financial management systems, and provided capacity-building support to local partners. She has also held senior leadership roles with Christoffel Blind Mission (CBM), where she managed regional operations across six countries in Latin America and directed multimillion-dollar programs in Haiti, and with the International Rescue Committee (IRC), where she oversaw operations during critical humanitarian responses. Régine’s consulting work extends to organizations such as Lidè Haiti, where she advised on leadership and organizational systems, improving staff performance by 50% and facilitating strategic partnerships that generated new program funding.
A recognized voice in governance and civic engagement, Régine serves as Board Chair of the Haiti Development Institute, and as a board member of Lakou Lapè. She is also an active member of the Haitian American Chamber of Commerce of Florida and the Miami Dade Chamber of Commerce, where she provides strategic insights on fundraising, organizational structure, and market development.
She holds a Bachelor of Arts in International Affairs and Public Health from George Washington University and is pursuing a Master of Liberal Arts in Management at Harvard University Extension School. Régine has completed executive training in Strategic Management (Harvard), Change Management (Cornell), and advanced courses in Advocacy & Policy Influencing, Inclusive Disaster Risk Reduction, USAID compliance, and security management. She is also a certified life coach and meditation practitioner.
